But Pelosi did grab headlines. And she may believe that she kept Republicans off balance and rattled the president. Maybe she did, although she certainly did not rattle McConnell. NAfter so much talk about the grave constitutional responsibility of impeachment, about her prayerfulness, about the urgency of acting immediately to remove the president, after all that, Pelosi could not have said, "We're going to mess with Trump for a while. The trial will not come to pass, however, until Nancy Pelosi realizes she has no leverage over the Senate and finally relinquishes the abstruse articles of impeachment that she and the Democratic caucus cooked up during their bizarre impeachment inquiry. She can fold and gain no concessions from Mr. McConnell or she can effectively prevent the Senate from ever holding a trial. In the latter case, Mr. McConnell may well hold an acquittal vote in the Senate, which would require 51 votes. Mrs. Pelosi has a weak hand and decided to bluff. Mr. McConnell then called the bluff. Mrs. Pelosi wants to hurry up and wait. She’s content to let this national security “threat” linger in the Oval Office until she gets her way. Pelosi is withholding the articles of impeachment. It is unclear how long she will do it, but it seems they will be withheld at least until Jan. 7. That alone will delay a Senate trial significantly. (In the Clinton impeachment, the House vote was on Dec. 19, the articles were sent to the Senate the same day, and the trial began Jan. 7.) In the limbo Pelosi has created, almost anything seems possible. During the House impeachment inquiry, Republicans often complained that Democrats did not observe basic rules of fairness. Now, if there ever is a trial, the Senate Republican majority can also do what it wants. And whatever they choose, Pelosi's gamesmanship will likely make the GOP more united.
