Bearing out CHQ Chairman Richard A. Viguerie’s dictum that all of the disasters America is facing can be laid at the feet of Democrats and their policies, the latest Rasmussen Reports national telephone and online survey found that seventy percent (70%) of Democrats support legislation to grant amnesty to illegal immigrants and allow them to become permanent U.S. residents.
That 70% contrasts starkly with the 63% of Republicans who are opposed to amnesty. The survey also found that among voters not affiliated with either major party, 44% support amnesty and 46% are opposed.
Rasmussen found that 50% of Likely U.S. Voters support legislation to grant amnesty to illegal immigrants and allow them to become permanent U.S. residents, including 22% who Strongly Support such legislation. Astonishingly, only forty-three percent (43%) are opposed to amnesty, including 28% who Strongly Oppose it.
Forty-eight percent (48%) of all Likely Voters would support a policy of deporting all illegal immigrants, including 30% who would Strongly Support such a policy. Forty-seven percent (47%) oppose deporting all illegal immigrants, including 28% who Strongly Oppose deportation.
Rasmussen found voters are strongly polarized by party over this policy question, with 69% of Republicans supporting deportation of all illegal immigrants and 65% of Democrats opposed. Unaffiliated voters are almost evenly split, with 45% supporting and 49% opposing a policy of deporting all illegal immigrants.
The same dynamic is apparent in regard to so-called “sanctuary state” policies, where states refuse to assist the federal government in conducting deportations of illegal immigrants. Forty-eight percent (48%) of all Likely Voters support sanctuary state policies, including 30% who Strongly Support such policies, while 42% are opposed, including 31% who Strongly Oppose sanctuary state policies. Ten percent (10%) are not sure.
Sixty-five percent (65%) of Democrats support sanctuary state policies, while 58% of Republicans are opposed to such policy. Among unaffiliated voters, 42% support and 46% oppose sanctuary state policies.
Nearly half (47%) of all Likely Voters believe that, in general, the immigration policies of the Trump administration have been too harsh.
Thirty-two percent (32%) say Trump’s immigration policy has generally been about right, and 17% think it hasn’t been harsh enough.
Seventy-two percent (72%) of Democrats, 18% of Republicans and 48% of unaffiliated voters consider Trump’s immigration policies to be too harsh. Fifty percent (50%) of Republicans, 16% of Democrats and 30% of unaffiliated voters believe Trump’s policy has been about right.
Viewing recent protests against federal agents from immigration and Customs Enforcement (ICE), 45% of all Likely Voters say they sympathize more with ICE agents, while 41% sympathize more with the anti-ICE protesters, and 14% are not sure.
Sixty percent (60%) of Democrats sympathize more with anti-ICE protesters, while 69% of Republicans sympathize more with the ICE agents. Unaffiliated voters are about evenly divided, with 43% sympathizing more with ICE agents, 41% sympathizing more with the protesters, and 16% not sure.
Among voters who think that, in general, the immigration policies of the Trump administration have been too harsh, 74% support legislation to grant amnesty to illegal immigrants and allow them to become permanent U.S. residents. Among those who say Trump’s immigration policy has been about right, 77% support a policy of deporting all illegal immigrants.
Significantly more men (55%) than women voters (42%) would support a policy of deporting all illegal immigrants. Slightly more women voters (49%) than men (43%) consider Trump’s immigration policy to be too harsh.
Forty-eight percent (48%) of whites, 63% of black voters, 51% of Hispanics and 40% of other minorities would support legislation to grant amnesty to illegal immigrants and allow them to become permanent U.S. residents.
Voters 50 and older are less likely than younger voters to favor amnesty for illegal immigrants. Support for sanctuary state policies is highest among under-30 voters.
Breaking down the electorate by income categories, opposition to amnesty is highest among voters earning more than $100,000 a year.
Among those who voted for Trump in last year’s presidential election, 54% say his immigration policies have been about right, while 29% think his policies haven’t been harsh enough, but 85% of Kamala Harris voters say Trump’s immigration policies are too harsh.
A narrow majority of voters – including two-thirds of Democrats – are in favor of having the current government shutdown continue.
Nine months into Trump’s second term, voters now have a slightly less favorable view of the Democratic Party than they do of Republicans.
The survey of 1,177 U.S. Likely Voters was conducted on October 12-14, 2025 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence.
