Rasmussen found that 49% of Likely U.S. Voters approve of Congress passing the “Big Beautiful Bill,” including 29% who Strongly Approve. Forty-five percent (45%) disapprove of the measure that Congress passed last week, including 34% who Strongly Disapprove.
Thirty percent (30%) think the “Big Beautiful Bill” cuts federal spending too much, while 36% believe it does not cut spending enough, and 20% say the amount of federal spending in the measure is about right. Fourteen percent (14%) are not sure.
Thirty-six percent (36%) believe the “Big Beautiful Bill” makes federal taxes better, but 39% think it makes taxes worse. Fifteen percent (15%) say the “Big Beautiful Bill” does not make much change in federal taxes, and 10% are not sure.
Eighty-two percent (82%) of voters say they have closely followed news about the “Big Beautiful Bill,” including 47% who have followed the news Very Closely. Among those who say they’ve Very Closely followed news about it, 54% approve of the “Big Beautiful Bill.”
Seventy-six percent (76%) of Republican voters at least somewhat approve of the “Big Beautiful Bill,” as do 29% of Democrats and 43% of voters not affiliated with either major party.
Forty-eight percent (48%) of Democrats, 11% of Republicans and 31% of unaffiliated voters say the “Big Beautiful Bill” cuts federal spending too much, while 44% of Republicans, 25% of Democrats and 41% of unaffiliated voters think it doesn’t cut spending enough.
While most Republicans (57%) believe the “Big Beautiful Bill” makes federal taxes better, most Democrats (58%) say it makes taxes worse. Among unaffiliated voters, 32% say the legislation makes federal taxes better, 40% think it makes taxes worse, and 18% believe the “Big Beautiful Bill” does not make much change in federal taxes.
Men (54%) are more likely than women voters (45%) to approve of Congress passing the “Big Beautiful Bill.” Men are also more likely than women voters to say the bill doesn’t cut spending enough.
Voters under 30 are more likely than their elders to believe the “Big Beautiful Bill” cuts federal spending too much. Those 65 and older are most likely to have strong opinions – either Strongly Approve or Strongly Disapprove – about the “Big Beautiful Bill.”
Forty-nine percent (49%) of whites, 39% of black voters, 63% of Hispanics and 50% of other minorities at least somewhat approve of Congress passing the “Big Beautiful Bill.” Black voters are most likely to think the bill makes taxes worse, while Hispanics are most likely to say it doesn’t cut taxes enough.
Among those who voted for Trump in last year’s presidential election, 82% approve of Congress passing the “Big Beautiful Bill,” while 81% of Kamala Harris voters disapprove.
The survey of 1,014 U.S. Likely Voters was conducted on July 6-7, 2025 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence.
