Message to Out-of-Touch Senate Republicans: Most Voters Still Want Senate to Pass SAVE Act


The Safeguard American Voter Eligibility (SAVE) Act was approved by the House of Representatives last year but continues to be blocked in the Senate. Eighty-four percent (84%) of voters say only U.S. citizens should be allowed to vote in U.S. elections. Just 10% disagree. These findings are nearly identical to Rasmussen’s August 2024 survey.

The vast majority of voters of all political stripes support the SAVE Act, which would require proof of U.S. citizenship when registering to vote in federal elections, and support has remained steady for two months, despite inaction by the U.S. Senate.

The latest Rasmussen Reports national telephone and online survey finds that 63% of Likely U.S. Voters support the SAVE Act, including 45% who Strongly Support the legislation. Thirty-one percent (31%) are opposed to the bill, including 22% who Strongly Oppose the bill. These findings are nearly identical to Rasmussen’s March survey

Some states have audited their voter rolls and found non-citizens illegally registered to vote. Fifty-two percent (52%) of Likely Voters nationwide believe it is likely that non-citizens are illegally registered to vote in the state where they live, including 31% who think it’s Very Likely. Thirty-eight percent (38%) consider it unlikely that there are non-citizens registered to vote in their state, including 21% who say it’s Not At All Likely.

Seventy-three percent (73%) of Republicans believe it’s at least somewhat likely that non-citizens are illegally registered to vote in their state, as do 34% of Democrats and 52% of voters not affiliated with either major party.

Majorities of every political category – 92% of Republicans, 76% of Democrats and 84% of unaffiliated voters – say only U.S. citizens should be allowed to vote in U.S. elections.

Eighty-four percent (84%) of Republicans, 42% of Democrats and 64% of unaffiliated voters at least somewhat support the SAVE Act.
There is almost no “gender gap” on these questions, with nearly identical majorities of both men (63%) and women voters (62%) supporting passage of the SAVE Act.

Majorities of every political category – 87% of whites, 66% of black voters, 80% of Hispanics and 95% of other minorities – believe only U.S. citizens should be allowed to vote in U.S. elections. Support for passage of the SAVE Act is highest among Hispanics.

More than 60% of voters under 40 believe it’s at least somewhat likely that non-citizens are illegally registered to vote in their state. Voters in their 30s are most likely to support the SAVE Act.

Breaking down the electorate by income categories, voters earning between $50,000 and $100,000 a year are most likely to say only U.S. citizens should be allowed to vote in U.S. elections. Support for passage of the SAVE Act is highest among those with annual incomes between $30,000 and $50,000, while opposition is highest among those earning over $100,000 a year.

Among those who voted for Donald Trump in the 2024 presidential election, 91% support the SAVE Act, while 54% of Kamala Harris voters oppose it.
