SAVE Act Poll: Most Think Senate Doesn’t Care What Voters Want


The Senate is rapidly losing the confidence of the American people due its failure to act on the SAVE America Act.

A recent Rasmussen Reports national telephone and online survey finds that 53% of Likely U.S. Voters say that, if the Senate fails to approve requirements for American citizenship and photo ID to vote despite overwhelming bipartisan public support, they believe it shows that the U.S. Senate really doesn't care about what the voters want. Thirty-nine percent (39%) disagree, and 19% are not sure.

Last month, 63% of voters favored passage of the Safeguard American Voter Eligibility (SAVE) Act, which was approved by the House of Representatives last year. In January, 74% supported requiring identification at polling places. Now, less than half (47%) of voters believe the Senate Republican leadership actually wants to pass the SAVE Act, while 39% think Senate GOP leaders are merely putting on a show to placate voters. Fifteen percent (15%) are not sure.



Thirty five percent (35%) think most Democrats in the U.S. Senate do not support the SAVE Act because they believe the changes will suppress minority voter turnout, while 26% say Senate Democrats believe the requirements are too burdensome for many voters. However, 30% believe Senate Democrats are against the SAVE Act because they want to allow cheating in elections.

Fifty percent (50%) of Democratic voters say Senate Democrats oppose the SAVE Act because they believe it would suppress minority voter turnout, an opinion shared by 24% of Republicans and 29% of voters not affiliated with either major party. Nearly half (47%) of Republicans think Senate Democrats are against the SAVE Act because they want to allow cheating in elections, but just 8% of Democrats and 33% of unaffiliated voters agree.

Sixty-six percent (66%) of Republicans, 42% of Democrats and 50% of unaffiliated voters say failure to pass the SAVE Act would show that the U.S. Senate really doesn't care about what the voters want.

Sixty-one percent (61%) of Republicans, 38% of Democrats and 42% of unaffiliated voters believe the Senate Republican leadership actually wants to pass the SAVE Act.
More women voters (38%) than men (32%) think Senate Democrats oppose the SAVE Act because they believe it would suppress minority voter turnout.

Roughly the same number of voters believe China is guilty of meddling in American elections as think Russia has done the same.

The survey of 1,095 U.S. Likely Voters was conducted on March 29-31, 2026 by Rasmussen Reports. The margin of sampling error is +/- 3 percentage points with a 95% level of confidence.
